There are three branches of government -- Legislative (Senate and House of Representatives); Judicial (Supreme Court) and Executive (the US President). As mandated by the U.S. Constitution, each branch is considered equal in power, and specifically planned that way as a means of balance in power.
The U.S. Capitol is a must-see. Enter from the lower level/East side for the Visitors Center. For appointments, choose north end entry for the Senate side, and south end entry for the House Members.

National Airport- Blue; Dulles - Silver to Eastern Market
A car really isn't necessary. The Circular Bus is nearby and depending upon the route, you can pop on and off at various museums on the mall, or find your way to other places in the city, e.g., the Zoo. Metro is everywhere. There are also scooters and bikes to rent and of course, Lyft and Uber. But if you have a car, you'll need a parking pass if you're going to park in the daytime for any length of time; I will help you with that. Things are generally safe, but like in any city, luggage or other valuables should not be left in the parts of your car that can be seen through the windows.
