Not a zoo, but the Bear Center at WSU is free to just walk up to the fence and watch the bears. They are more active in the middle of the day, around their lunch time. They hibernate during the winter and I don't know if you can see them then.

Most of the year (except when the bears are hibernating) you can see them quite close up. There is no charge, you just walk right up to the fence. We recommend going mid-day because they are more active during their lunch time, coming in from the field to eat.
